In exercise of the powers conferred by Section 14 of the Karnataka Education
Institutions [Prohibition of Capitation Fee] Act, 1984 [Karnataka Act 37 of 1984], the
Government of Karnataka hereby makes the following rules, namely :-
1. Title commencement and application — (1) These Rules may be called the Karnataka
Selection of Candidates for Admission to Government seats in Professional
Educational Institutions Rules, 2006.
(2) They shall come into force from date of their publication in Official Gazette.
(3) They shall apply to the selection of candidates for admission to the following
professional educational courses, namely :-
(A)In Medical and Dental Institutions, to the first year of
(a) Bachelor of Medicine and Bachelor of Surgery and
(b) Bachelor of Dental Surgery
(B) In the Indian Systems of Medicine and Homoeopathy Institutions to the first year
of
(a) Bachelor of Ayurvedic Medicine and Surgery
(b) Bachelor of Unani Medicine and Surgery
(c) Bachelor of Naturopathy and Yoga and
(d) Bachelor of Homoeopathic Medicine and Surgery
(C) In Engineering Institutions, to the First Year, First Semester and in respect of
Diploma holders to the Second Year. Third Semester (in the case of Architecture
course First Year, First Semester) of both full-time and part-time courses in
(a) Bachelor of Engineering
(b) Bachelor of Technology and
(c) Bachelor of Architecture
2. Definitions — In these Rules, unless the context otherwise requires,
(a) lrAdmission Centre' means a centre, called the Karnataka Examinations
Authority, where allotment of seats to the Professional Courses is done by
centralized counseling through online on the basis of merit subject to reservation
policy of the Government after obtaining the priority options from the
candidates to the Government seats as may be notified by the Government from
time to time.h
(aa) l'Application Form' means the application form issued by the
Karnataka Examination Authority along with brochure in which the candidate
may apply for Common Entrance Test along with other details of his study from

(b) 'Aided Institution' means, a private professional educational institution, which
receives Grant-in-Aid from the Government, but does not include a course of study,
which does not receive Grant-in-Aid in such institution.
(c) 'Candidate' means, an applicant to the Common Entrance Test seeking allotment of a
seat in professional educational courses or institutions as per the academic eligibility

(d) 'Casual Vacancy' means, unfilled, surrendered, 2[forfeited or newly aided as
sanctioned by AICTE/MCl/DCl/CCIMCCH after the publication of seat
matrix]2 seat available after completion of the Admission round seat selection.
(e) 2["Karnataka Examinations Authority" means "Karnataka Examinations
Authority, registered under the Karnataka Registration Act 1960 (Karnataka
Acts 17 of 1960)12
(f) 2["Committee" means, the Executive Committee of the Karnataka Examinations
Authority12
(g) 'Director' means the Director of Technical Education or Director of Medical
Education or Director of Indian System of Medicine and Homoeopathy, in Karnataka
as the case may be.
(h) 'Entrance Test' means the Common Entrance Test conducted by the Committee
through the CET Cell or the Common Entrance Test conducted by the 2[Executive
Director]2 under rule 17.
(i) 'Ex-Serviceman' means, a person who has served in any rank whether as a combatant
in the regular Army, Navy or Air Force of the Indian Union and
(i) Who retired from such service after earning his pension; or
(ii) who has been released from such service on medical ground attributable to
military service or circumstances beyond his control and awarded medical or other
disability pension; or
(iii) who has been released, otherwise than on the own request, from such service as a
result of reduction in establishment; or
(iv) who has been released from such service after completing the specific period of
engagement, otherwise than at his own request or by way of dismissal or
discharge on account of misconduct or inefficiency and has been given a gratuity,
and includes personnel of the territorial army of the following categories, namely:-
(a) Pension holders for continuous embodied service;

(b) Pension holder with disability attributable to military service and
(c) Gallantry award winners
Excluding Defence Security Corps, General Reserve Engineering Force, the
Lok Sahayak Sena and the Para Military Territorial Army other than those in
sub-clause (iv).
Provided that a person, who has served for not less than five years and was
honourably discharged prior to 1stJuly 1987, shall also be considered as an Ex-serviceman.
(j) `Gadinadu Kannadiga' means, a candidate whose mother tongue is Kannada or
Tulu or Kodava and who resides in Kannada Speaking areas of South Sholapur or Akkalakot
or Jath or Gadhinglaj Taluks of Maharastra State or Kasargod 3[or Hosadurga]3Taluk of
Kerala State.
(k) 'Government' means, the Government of Karnataka.
(I) 'Government Seats' means all the seats in Government and University colleges.
95% of the seats in aided courses in Private Aided Engineering colleges and 80% of the seats
in private aided Indian System of Medicine and Homoeopathy colleges and such of the seats
in unaided, minority and non minority professional education institutions filled by the CET
cell on the basis of consensus between the Government and the Private Professional
Educational Institutions and [include seats surrendered by private management] notified by
the Government as Government seats, l[includes any other seats as may be notified by the
Government from time to time]1
2[(11) `11elpline Centre' means regional centers of the Karnataka Examination
Authority at such placed as may be authorized and notified by the Karnataka
Examination Authority where the candidate may come for document verification,
online keying of options, counseling and allotment of seats, payment of fees and issue of
admission order.]2
(m) `Horanadu Kannadiga' means, 3[a candidate and either of his parent's mother
tongue shall be Kannada, or Tulu or Kodava and either of parent's was domiciled in the
State of Karnataka]3 and who is residing outside the state of Karnataka as on 1StMay of the
year in which the Common Entrance Test is held, such candidate, having passed the
qualifying examination from an University or Board or any other institution located outside
Karnataka.
(n) 'Indian Systems of Medicine'means, Ayurveda, Naturopathy and Yoga and Unani
Systems of Medicine.

(o) 'Institution' means, any professional educational institution or college affiliated to any
University and carrying on the activity of imparting education in Medicine, Dentistry,
Indian Systems of Medicine, Homoeopathy, Engineering, Technology .and Architecture
courses.
(p) 'Intake' means, the sanctioned strength of a course in an institution fixed by the
competent authority to fix such intake.
(q) 'Merit' means, merit as determined under Rules 4.
(r) 'Other Backward Classes' means, the candidates belonging to Other Backward Classes
notified as such under Article 15 of the Constitution by the state Government from time
to time.

[(rr) 'Pool' means pool of Government seats and includes seats cancelled, forfeited,
newly aided, and seats surrendered by private management and students.]i
(s) 'Pre-University Examination' means, the second year Pre-university Examination
conducted by the Department of Pre-University Education in the State of Karnataka.
(t) 'Qualifying Examination' means, (i) 2ndyear Pre-University Examination or any other
qualifying examination. Declared as equivalent by the Government, for admission to first
year Bachelor of Medicine and Bachelor of Surgery, Bachelor of Dental Surgery, Bachelor of
Ayurvedic Medicine and Surgery, Bachelor of Naturopathy and Yoga, Bachelor of Unani
Medicine and Surgery and Bachelor of Homoeopathic Medicine and Surgery, Bachelor of
Engineering, Bachelor of Technology and Bachelor of Architecture courses.
(ii) Three years Diploma Examination of the Board of Technical Examination' in Karnataka
or any other qualifying examination, declared as equivalent by the Government, for
admission to Second Year, Third Semester of Bachelor of Engineering, Bachelor of
Technology, First Year, First Semester Bachelor of Architecture, in full-time and part-time
degree courses.
(u) 'Schedule' means a Schedule appended to these Rules.
(v) Seat Matrix'means, statements showing college-wise, course-wise and category-wise
break-up of seats as notified by Government for the academic year.
(w) 2["Executive Director" means an officer belonging to Indian Administrative Service,
appointed by the government and who is holding the post of Commissioner or Director
in the Dept. of Pre-University Education, Bangalore for conduct of Common Entrance
Test and regulation of all matters pertaining to seat selection and admission to the
courses".]2
(x) 'Unaided Institution' means, any privately managed institution, which is not receiving
Grant-in-Aid from the Government.

3. Academic Eligibility — (1) No candidate shall be eligible for admission to any of the full
time degree courses specified in sub-rule (3) of Rule 1 other than the degree course in
Architecture, unless he,-
(a) Has appeared for the Common Entrance Test conduct by the Common Entrance Test Cell,
(b) 1[has passed in all the subjects in]1 the second year Pre-University or XII standard or
equivalent examinations held preceding the Entrance test,-
(i) With Physics, Chemistry and Biology as optional subjects and English as one of the
languages and has secured not less than fifty percent of the aggregate marks in
optional subjects and has secured not less than fifty percent of marks taken together in
Physics, Chemistry and Biology subjects in the Entrance Test, for admission to
Medical and Dental courses.
(ii) With Physics, Chemistry and Biology as optional subjects and English as one of the
languages and has secured not less than fifty percent of the aggregate marks in
optional subjects for admission to Indian System of Medicine and Homoeopathy.
(iii) With Physics and Mathematics as compulsory subjects, along with one of the
following subjects: - Chemistry, Bio-Technology, 2[---]2, Biology, 2 [---]2
3[Computer Science, Electronics]3 and has secured not less than 4[
5 [fortyfivepercent]4]5 of the aggregate marks in optional subjects with English as one of the
languages for admission to Engineering and Technology courses.
Provided that the minimum marks for the purpose of eligibility shall be forty percent of
the aggregate in optional subjects and forty percent of marks taken together in Physics,
Chemistry and Biology subjects in Entrance Test in case of candidates belonging to the
Scheduled Castes, Scheduled Tribes and Other Backward Classes specified in the relevant
Government Order for the purpose of reservation in respect of Medical and Dental courses.
Provided further that, the minimum marks for the purpose of eligibility shall be 4[
5[forty]5 percent]4 of aggregate in optional subjects in case of candidates belonging to the Scheduled
Castes, Scheduled Tribes and Other Backward Classes specified in the relevant Government
Order for the purpose of reservation in respect of Indian System of Medicine and Homoeopathy,
Engineering and Technology courses.
(c) Has completed 17 years of age as on 31st December of the year of admission, for
admission to Medical, Dental, Indian Systems of Medicine and Homoeopathy
courses.
Provided that no candidate who has obtained a seat in any discipline through the CET
Cell in any previous year shall be eligible to appear for the Common Entrance Test conducted by

(2) No candidate shall be eligible for admission to full time degree course in
Architecture unless,-
(a) he has appeared for '[the National Aptitude Test for Architecture (NATA)
conducted by Council of Architecture]l; and
lab) has passed the Pre-University examination or equivalent examination held
proceeding the entrance test with Mathematics as one of the subject and has secured
fifty percent of aggregate marks in all subjects and has appeared for National Aptitude
Test for Architecture (NATA) conducted by Council of Architecture and has secured
not less than forty percent of marks for admission to Architecture course.],
3['[Provided that in respect of candidates belonging to Scheduled Caste, Scheduled
Tribes, other Backward Classes and person with disability of mental retardation or
mental illness (including Dyslexia), must have secured forty five percent of aggregate
marks in all subjects in qualifying examination and 2[forty percent]2 of marks in
National Aptitude Test for Architecture (NATA) conducted by Council of
Architecture.1113
(3) A candidate shall be eligible for admission to any of the full-time degree courses
specified in clause (c) and sub rule (3) of rule 1, if he has appeared for the Common Entrance
Test conducted under rule 17 and is the holder of a diploma in the appropriate branch of
engineering specified in SCHEDULE-I, awarded by the Board of Technical Examination in
Karnataka or equivalent qualification and has secured not less than 4[51forty15 percent]4 of
marks in the final year examination in the fifth and sixth semesters in respect of candidates
belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes and has
secured not less than 4 [5[forty five]5 percent] 4 of marks in respect of others;
'[Provided that in respect of Architecture, the candidate must have secured not less
than fifty percent off the marks in the final year Diploma examination and appeared
National Aptitude Test for Architecture (NATA) conducted by Council of Architecture.
Provided further that the minimum marks for the purpose of eligibility in respect of
Scheduled Case, Scheduled Tribe and Other Backward Classes shall be forty five
percent of aggregate marks in the final year Diploma Examination and has secured
[forty percent]2 of marks in National Aptitude Test for Architecture (NATA)
conducted by Council of Architecture],
(4) No candidate shall be eligible for admission to part-time course in Second Year,
Third Semester of Bachelor's degree in Engineering and Technology, unless he.-
(a) has appeared for the Common Entrance Test conducted under rule 17;

(b) is a holder of a 'Diploma' in appropriate branch of Engineering specified in
Schedule- I granted by the Board of Technical Examination in Karnataka and has secured not
less than forty percent of marks in the final year examination in the fifth and sixth semesters
in respect of candidates belonging to Scheduled Castes, Scheduled Tribes and Other
Backward Classes and has secured not less than forty five percent of marks in respect of
others; and
(c) has on the first September of the year of admission not less than [two-year's]
professional experience in the branch of Engineering/Technology, in which the candidate
holds a diploma, after passing diploma course.
Explanation: Professional experience means employed on a regular basis
(a) In Government, Government undertaking, Public Sector undertaking, Corporation
or
(b) in a private company registered under the Directorate of Industries and Commerce
or the Directorate of Small Scale Industries or
(c) in Government, Government recognized Institutions as technical staff.
Provided that the period of apprenticeship undergone shall also be treated as
professional experience, if sponsored by the Board of Apprenticeship Training, Southern
Region, Chennai or by Government, Government undertakings and Public sector
undertaking.

(Provided further that employment shall be in an establishment situated within
2[15 KM from the Bruhat Bangalore Mahanagara Palike limits in respect of City of
Bangalore or limits of the City Corporation in the case of other City corporations]2 in
which the professional institution is situated.]
4. Determination of merit — (1) The merit of a candidate eligible for admission to the
courses under these Rules, shall be determined as follows:
(a) In respect of Medical and Dental courses, with reference to the marks obtained in
Physics, Chemistry and Biology subjects in the Common Entrance Test only.
(b) In respect of Indian Systems of Medicine and Homoeopathy courses with reference to
the marks obtained in the entrance test and marks obtained in Physics, Chemistry and
Biology subjects in the qualifying examination taken in equal proportions.

(c) In respect of Engineering and Technology courses, with reference to the marks
obtained in the Entrance Test and the marks obtained in Physics, Chemistry and Mathematics
subjects in the qualifying examination, taken in equal proportions.
Provided that where the merit of two or more candidates is the same, the interse merit
shall be determined with reference to the marks obtained in the Common Entrance Test in
Biology in the case of Medical, Dental, Indian Systems of Medicine and Homoeopathy
courses and in Mathematics in the case of Engineering and Technology courses and where
the marks obtained in such cases are equal then the interse merit shall be determined on the
basis of the marks obtained in Chemistry in the case of Medical, Dental, Indian Systems of
Medicine and Homoeopathy courses and in Physics in the case of Engineering and
Technology courses and where the marks obtained are equal again the interse merit shall be
determined on the basis of the marks obtained in respective subjects in the qualifying
examination as stipulated above and where marks obtained are equal again, the interse merit
shall be determined on the basis of the age of the candidate, the elder candidate placed above
the younger.
Explanation: For the purpose of this Rules, optional subjects means, Physics,
Chemistry and Biology for the courses specified in clauses (A) and (B) of sub-rule (3) of rule
1 and Physics, Chemistry and Mathematics for the courses specified in sub-clauses (a) and
(b) of clause (C) of sub-rule (3) of rule 1.
(d) In respect of Architecture Course, with reference to the marks . obtained in the
qualifying examination and the marks obtained ,[National Aptitude Test for Architecture
(NATA) conducted by Council of Architecture], taken in equal proportions.
Provided that where merit of two or more candidates is same, the interse merit shall be
determined with reference to the marks obtained in the Aptitude test; where marks obtained
in 1 [National Aptitude Test for Architecture (NATA) conducted by Council of
Architecture], are equal, then the interse merit shall be determined on the basis of marks
obtained in Mathematics in the qualifying examination and where marks obtained in
Mathematics are equal, the interse merit shall be determined on the basis of the age of the
candidate, the elder candidate placed above the younger.
2[(e) In respect of Diploma holders for full-time and part-time course in Engineering
and Technology merit shall be determined with reference to the marks obtained in
Common Entrance Test only.]2
Provided that where the merit of two or more candidates is the same, the interse merit shall be
determined with reference to marks obtained in the entrance test and where the marks
obtained in such cases are same then the interse merit shall be determined with reference to
marks obtained in the Second Year / Third and Fourth Semester marks and where the marks
obtained in such cases are same then the interse merit shall be determined on the basis of
the marks of the first year / first and second semester marks and where the marks obtained in
such cases are same then the interse merit shall be determined on the basis of the age of the
candidate, the elder candidate shall be placed above the younger.

(e) In respect of Diploma holders for full-time Architecture Course merit shall be
determined on the basis of the marks obtained in the final year examination or final two
semesters examination leading to Diploma in the relevant branch of Engineering specified in
column (2) of Schedule-I. (Internal assessment marks count for determination of merit in case
of semester students where internal assessment marks are counted for declaring the Diploma
result) and on the basis of the marks obtained in the 1 [National Aptitude Test for
Architecture (NATA) conducted by Council of Architecture]o taking the marks obtained
in the qualifying examination and the 'National Aptitude Test for Architecture (NATA)
conducted by Council of Architecturebl in equal proportions.
Provided that where merit of two or more candidates is same, the interse merit shall
be determined with reference to the marks obtained in the Aptitude test and where marks
obtained in equal, then the interse merit shall be determined on the basis of marks obtained is
equal, then the interse merit shall be determined on the basis of marks obtained in Second
Year / Third and Fourth Semester and where the marks obtained are qual then the interse
merit shall be determined on the basis of marks obtained in First Year, First and Second
semester and where the marks obtained are equal again then the interse merit shall be
determined on the basis of the age of the candidate, the elder candidate shall be placed above
the younger.
(2) The interse merit determined for Government seats under sub-rule (1) shall be the
basis for the merit list of candidates claiming benefit of reservation under rule 9.
Note: Everything being equal as specified in the provisos to clauses (a) (b) and (c) of
sub-rule (1), then the interse merit shall be determined by drawn of lots.
5. Eligibility for Government Seats — (1) No candidate shall be eligible for admission to
Government Seats unless he is a citizen of India and satisfies any one of the following
conditions, namely:-
(i) who has studied and passed in one or more Government or Government recognized
educational institutions located in the State of Karnataka for a minimum period of SEVEN
academic years commencing from 1stStandard to II PUC or 12thStandard as'on 1stJuly of the
year in which the Entrance Test is held and must have appeared and passed SSLC or 10th
Standard or 12thStandard or equivalent examination from institutions located in the state of
Karnataka :
Provided that in the case of a candidate who taken more than one year to pass a class or
standard, the years of academic study is counted as one year only.
(ii) who has studied and passed I and II year Pre-University Examination or equivalent
examination, when the State of Karnataka from an educational institution run or recognized
by the State Government and either of his parents must have studied in an educational
institution run or recognized by the state Government and located in the State of Karnataka
for a minimum period of SEVEN years.

(iii) Who is a Horanadu Kannadiga
Provided that the candidate shall appear for a simple Kannada language test conducted by
the CET Cell to prove his or her ability to speak, read and write Kannada land must have
secured not less than 12 marks out of 50 marks prescribed for Kannada Language Test
of 4thStandard],
(iv) who is a Gadinadu Kannadiga ;
Provided that the candidate shall appear for a simple Kannada language test conducted by
the CET Cell to prove his or her ability to speak, read and write Kannada land must have
secured not less than 12 marks out of 50 marks prescribed for Kannada Language Test
of 4thStandard.],
(v) whose parent is a defence personnel who has worked continuously in Karnataka for a
minimum period of 2[one year service in Karnataka during the two year period of PreUniversity or 11thor 12thstandard course]2 and the candidate must have studied and
passed the qualifying examination from any Government or Government recognized
institutions located in Karnataka.
(vi) whose parent is a serving defence personnel, who at the time of joining the defence
service had declared the hometown as a place in the State of Karnataka, proof of such
domicile having been produced by obtaining the extract from the 4[3[respective branch of
integrated HQ of Ministry of Defence for officers and respective Record Offices for
JCOs / OR.]3]4
(vii) whose parent is a defence personnel who had served in Karnataka for at least one
year and is posted on duty directly to the disturbed areas of Jammu and Kashmir or NorthEast and whose family is permitted by the Defence Authorities to continue to stay in
Karnataka and such candidate has studied and passed the qualifying examination from any
Government or Government recognized institution located in Karnataka.
(viii) whose parent is an Ex-Serviceman, who at the time of joining the defence service
had declared a place in Karnataka as the hometown, proof of such domicile having been
produced.
(ix) whose parent is an employee of the Union or Karnataka State Government
undertaking or a joint Sector undertaking, is liable to transfer anywhere in Indian as per terms
and conditions of employment, has worked continuously for at least 5[one year service in
Karnataka during the two year period of Pre-University or 11thor 12thstandard
course]5 and such candidate has studied and passed the qualifying examination from any
Government or Government recognized educational institution located in Karnataka.

(x) whose parent is a working or retired employee of the Union Government or employee
of Union or Karnataka State Government undertaking or Joint Sectoe undertaking where such
employee.-
(a) had declared to the employer at the time of joing any place in Karnataka to be
his hometown; and
(b) had studied in any Government or Government recognized educational
institutions located in Karnataka for not less than seven year, and
(c) who or is liable for transfer anywhere in India as per the terms and conditions of
employment.
(xi) whose parent is a Member of Parliament elected from Karnataka.
(xii) whose parent is a serving or retired employee
(a) belonging to All India Services of Karnataka cadre or
(b) of the Government of Karnataka who has served or is serving outside the State
of Karnataka, during the period corresponding to the candidate's study outside
the state from 1Ststandard to II PUC or 12thStandard examination.
(xiii) whose patent is a Jammu and Kashmiri migrant, proff of such migration shall be
produced from the jurisdictional District Magistrate and Deputy Commissioner of any state in
India.
I[(xiv) candidates who have studied in Kannada Medium from 1stto 10th
standard in places outside the state of Karnataka and passed the qualifying examination
from any Government or Government recognized educational Institution.
Provided that such candidates need not appear for Kannada Language Test
conducted by the Karnataka Examination Authority.]1
2[(xv) whose parent is serving in Central Armed Police Force Service, who at the
time of joining the CAPF service had declared the hometown as a place in the State of
Karnataka, proof of such domicile having been produced by obtaining the extract from
the Record Office of the CAPF Unit where the Parent's service record are maintained.]2
6. 3[The powers and functions of the Executive Committee — (1) The Executive
Committee of the Karnataka Examinations Authority shall ordinarily meet at
Bangalore.
(2) All decisions of the Executive Committee shall be executed by the
Executive Director with the support of the administrative officer and other staff of the
Karnataka Examinations Authority in accordance with these rules.]3

(3) The committee shall conduct the Common Entrance Test,
(4) The Committee shall take decisions from time to time on the following aspects:-
(a) pattern of question papers, which shall be in English or in Kannada and which
shall be of objective type;
(b) fixing up of maximum marks for each paper;
(c) fixing up of duration of the test for each of the papers;
(d) syllabus contents, as far as may be within the syllabus of I and II year PreUniversity Course of Karnataka and the questions shall be to elicit the aptitude
of the candidates;
(e) general guidelines and directions in regard to all matters connected with the
conduct of the test.
(5) The Committee shall have the power to accord approval on the following matters,
namely:-
(a) location of test centres for conducting the Entrance Test:
(b) fixing of timetable and calendar of events for conducting the Entrance Test;
(c) appointment of the Chief Superintendents, Deputy Chief superintendents and
Custodians for each examination centre;
(d) appointment of supervisors / squad members / route officers and invigilators
for each centre of the examination;
(e) payment of remuneration for different items of work connected with
conducting of the Common Entrance Test and the Seat Selection;
(f) requiring the production of such particulars or documents or papers by the
candidates, as may be deemed necessary from time to time;
(g) preparation and publication of merits lists of the Entrance Tests 'for Medical,
Dental, Indian Systems for Medicine and Homoeopathy and Engineering
Technology, Architecture courses;
(h) the expenditure incurred from time to time by the 1 [Karnataka Examinations
Authorityli;
(i) approval of the accounts of 1 [Karnataka Examinations Authority)1 ;

(j) any other matters as may be referred to it by the 1 [Executive Director'',
Chairman or Government from time to time.
(6) The 1 [Executive Director] shall act on the instructions of the Committee and
shall follow the directions of the Government in discharging the duties in connection with the
conduct of the Entrance Test. The 1 [Executive Director],shall be the Chief Executive of the
State Common Entrance Test and he shall be responsible for conducting of the Entrance Test,
Seat Selection and all incidental matters thereto. ,[Executive Director], shall have the
following powers, namely:-
(a) printing of application forms, brochure containing instructions to candidates
in accordance with the prevailing Admission Rules, admission tickets and
various other registers, forms, cards etc.;
(k) Publishing the information with regard to the application format, instructions
to candidates and other details on the 1 [Karnataka Examinations
Authority], website;
(b) Issuing the Notifications regarding the holding of the Common Entrance Test
and the later seat selection process;
(c) sale and receipt of Entrance Test Applications cum brochure and issuing of
admission tickets through schools and colleges where the students are
studying or studied 12`x' standard or qualifying examination in the state of
Karnataka and through Speed Post to the candidates from outside the state of
Karnataka;
(d) fixing a minimum of three question paper setters for each subject
confidentially, who are in service with a mini89mum of ten years of teaching
experience;
(e) arrange for printing of question papers with confidential printers of national
repute;
(f) receive and store the sealed confidential bundles in strong room with personal
supervision under police bundo-busth;
(g) arrange for transport of sealed confidential bundles to the respective District
Treasuries for safe storage, with responsible Officers of not below the rank of
Class-II under police bundo-busth
(h) printing of carbonless OMR answer sheets;
(i) appointment of examiners for evaluation of answer scripts, if necessary;
appointment of an Expert Committee for each subject of finalisation of the actual key
answers;

(j) arranging for computerization of data relating to the conduct of the Entrance
Test, evaluation of the answers, application of key answers approved by the
Expert Committee, determination of order of merit of the candidates, fixing
the seat selection schedule, holding of the seat selection, issue of admission
orders to the candidates, transfer of fee amount to the respective colleges and
Universities as per the final approval list issued by the concerned Universities,
etc.;
(k) payment of remuneration to the personnel engaged in matters relating to the
conduct of Entrance Test, Seat Selection and maintaining of accounts;
(1) custody and maintenance of records of the Entrance Test and allotment
process.
(7) The '[Executive Director]1:-
(i) be the Chief Executive of the '[Karnataka Examinations Authority],
(ii) outsource the various tasks of '[Karnataka Examinations Authority], to the
private agencies;
(iii) exercise administrative, disciplinary control over the personnel of
'[Karnataka Examinations Authority], and persons engaged on contract
basis;
(iv) operate the Bank Accounts;
(v) maintain books of accounts and other records;
(vi) delegate duties and responsibilities to staff;
(vii) upon completion of the Entrance Test, seat Selection and allotment, order
disposal of the records of the Entrance Test, Seat Selection and seat allotment
and other records of the previous years;
(viii) issue of Admission Orders and related records to the candidates under his
signature and office seal;
(ix) inquire into matters of allegations of malpractice, if any, during the period of
the Entrance Test committed either by the candidates or personnel engaged as
invigilators, Custodians, Observers, Deputy Chief Superintendent and
personnel engaged in the matter of evaluation of answer scripts, matters
relating to computerization of Common Entrance Test data, personnel
engaged in the matter of determination of merit order, rank, publications
thereto, verification and acceptance of the records produced by the candidates
or by their parents, selection of seats and issue of Admission Orders, refund of
admission fee etc.

(8) The Deputy Commissioner of the District shall be the Chief Superintendent for the
Entrance Test Centres in the District. The Deputy Commissioner shall be in charge of matters
relating to the conduct of the Entrance Test. The Deputy Chief Superintendent at each centre
appointed by the State common entrance Test committee shall assist the Chief
Superintendent. The Deputy commissioner cum Chief Superintendent, shall be responsible
for:
0
(a) appointing Observers not below the rank of an Assistant Commissioner for
each centre, who shall report the irregularities, etc., if any, noticed at the
examination centre to the Deputy Commissioner;
(b) arranging the receipt and dispatch f the sealed packets fo question papers, OMR
answer sheets, their security, secrecy, safety and their safe storage in the
District Treasury of Sub-Treasury;
(c) arranging the physical facilities required for the conduct of the Entrance Test;
(d) arranging for the conduct of Entrance Test as per the directins and schedule
notified by the Committee;
(e) constituting a committee of three officers not below the rank of Grade-B, for
the following purpose, namely:-
(i) To receive the sealed bundles containing question papers and OMR answer
sheets from the Route Officers appointed by the '[Executive Director]i
(ii) Storage of such sealed bundles at the District Treasury, Sub-Treasury;
(iii) Providing sufficient police bundo-busth at each of the exam center in the
District and also for the officers appointed for carrying the sealed
confidential bundles on both days of the test;
(iv) Handing over of the sealed bundles of Question Paper, OMR answer sheet,
to the Deputy Chief-Superintendent / Principal of the test centre on the day
of the test;
(v) Collection of the sealed bundles containing used and unused OMR answer
sheets and unused question papers from the test centres after completion of
the Entrance Test on both days and their safe storage at the District
Treasury, Sub-Treasury;
(vi) Handing over the sealed bundles containing used nad unused OMR answer
sheets and unused question papers to the designated Officer appointed by
the I[Executive Director]1;
(vii) Such other duties and responsibilities as are required to be carried out from
time to time.

(f) Such other matters s may be entrusted or required by the 1 [Executive
Director]i.
(9) Duties of the Deputy Chief Superintendents and other staff shall be as may be
specified by the 1 [Executive Director],,
7. Procedure for issue of application for Entrance Test Etc.:- The procedure for
selection of candidates for admission to Government seats in professional educational
institutions shall be as follows, namely:-
(1) The II [Executive Director], shall publish details regarding the conduct of
Entrance Test on the notice board of the ,[Karnataka Examinations Authority]b on the
'[Karnataka Examinations Authority], website and in such other places as he deems fit
and also by giving publicity in Kannada and English news papers, having wide circulation in
the State and call for duly completed applications forms for taking the Entrance Test and
admission to courses under these Rules.
(2) 1 [Executive Director], shall publish on the notice board of the 1 [Karnataka
Examinations Authority], and the '[Karnataka Examinations Authority], website the
information with regard to the aided and un-aided institutions and particulars of courses, the
number of seats available, the names and location of the institutions, the fees payable, min
imum eligibility conditions, reservation of seats, the method of seat selection and such other
information, as he may consider necessary, before the commencement of seat selection
process. '[Executive Director], shall notify on the notice board, the certificates, affidavits,
marks cards, academic records, eligibility certificate etc., which shall be required to be
produced by the candidates, at the time of Seat Selection.
(3) A candidate claiming,- (i) equivalence in qualifying examination, shall
produce at the time of Seat Selection, a copy of the order in which such qualification has been
declared equivalent to the Karnataka Pre-University examination or the eligibility certificate
issued by Rajiv Gandhi University of Health Sciences, in the case of applicant for Medical
Dental Indian Systems of Medicine, Homoeopathy courses and by the Vishveshwaraiah
Technological University, in the case of applicant for Engineering, Technology and
architecture courses.
(ii) Qualification as equivalent to the Diploma conducted by the Board of
Technical Examination in Karnataka, shall produce at the time of Seat Selection, a copy of
the eligibility certificate issued by the Board of Technical Examination in Karnataka.
(4) Application shall be duly filled as per the instructions in the Brochure issued
along with the application. 21All information mentioned by the candidate in the
application including annual income or case and category shall be final and no change
shall be allowed at any stage under any circumstances thereafter.]2 Applications received
after the last date fixed for receipt of application or incomplete applications. shall be rejected
without any intimation to the candidate.

(5) Relevant date of the applications shall be stored in the '[Karnataka
Examinations Authority],
8. Preparation and publication of merit list — (1) '[Executive Directorh shall
prepare the merit list of candidates eligible for selection of Government seats. Separate merit
lists for Medical and Dental Courses and Indian systems of Medicine and Homoeopathy
courses, and Engineering and Technology and Architecture courses and separate list for the
wards of Jammu & Kashmiri migrants shall ge prepared, in accordance with rule 4 and cause
publication of the said lists, on the notice boards of all the ([Karnataka Examinations
Authority], examination centres and on the ,[Karnataka Examinations Authority],
website.
(2) '[Executive Director], shall prepare separate merit lists of eligible candidates
referred to in the proviso to clauses (a) (b) & (c) of sub-clause (1) of rule 4.
(3) Mere appearance at the Common Entrance Test or '[National Aptitude Test for
Architecture (NATA) conducted by Council of Architecture],i does not entitle a
candidate to be considered for admission automatically, unless the candidate fulfills the
eligibility conditions required for admission to the course.
9. Reservations applicable to Government seats — (1) There shall be reservations in
Government seats for the following categories, to the extent of which shall be as specified by
Government from time to time.
(A) The following candidates shall be eligible for selection under NCC category,
namely:-
(i) who have participated in the Republic Day Camp conducted by the
Directorate General of NCC, New Delhi from Karnataka and who possess at least `13'
Certificate obtained during the five year period of study in Karnataka between 8thand 12th
standards or
(ii) who have participated in the following camps conducted by the Directorate
General of NCC, New Delhi from Karnataka and who possess at least '13' Certificate during
the five-year period of study in Karnataka Between 8thand 12thstandards, namely:-
(a) All India Thal Sainik Camp (Boys)
(b) All India Thal Sainik Camp (Girls)
(c) All India Nau Sainik Camp
(d) All India Vayu Sainik Camp
(e) 2[All India Movalankar shooting championship at national level]2
AND Youth Exchange Programmes and Foreign Naval Cruise.
who have participated in the following camps conducted by the Directorate General of NCC,
New Delhi from Karnataka and who possess at least '13' Certificate during the five-year
period of study in Karnataka Between 8thand 12thstandards, namely:-

and who possess at least 'B' Certificate obtained during the five-year period of study in
Karnataka between 8thto 12thstandards namely:-
(a) National Integration Camp
(b) Trekking Camp
(c) Mountaineering Course
(d) Basic Leadership Course
(e) Advanced Leadership Course
(f) Rock Climbing training Camp
(g) Army, Navy, Air Force and Hospital Attachments.
ti f, who possess at least 'B' certificate obtained during the five-year period
of study in Karnataka between 8thto 12thstandard:
Provided that for selection of a reserved seat under NCC category, candidates
possessing 'B' Certificate and adjudged overall All India BEST CADET with Gold / Silver /
Bronze medal in the Republic Day camp shall be considered first; 'B' certificate holders who
are adjudged overall All India BEST CADET and have won Gold / Silver / Bronze medal in
the camps mentioned in sub-clause (ii) shall be considered second; 'B' certificate holders
who have participated from Karnataka in the Republic Day camp shall be considered third;
`B' certificate holders who have participated from Karnataka in the camps mentioned in subclause (ii) shall be considered fourth; 'B' certificate holders who have participated from
Karnataka in the camps mentioned in sub-clause (iii) shall be considered fifth; and 'B'
certificate holders who have participated from Karnataka in the camps mentioned in subclause (iv) shall be considered sixth before considering the candidates referred to in subclause (v):
Provided further that the candidates belonging to sub-clause (v) i.e., only 'B'
certificate holders shall be eligible to select the NCC special category seats, if any, in the
general round of seat selection along with the other General Merit and Reserved category
candidates as per their merit order:
Provided also that in the case of Diploma candidates, preference shall be given
to candidates with NCC 'C' Certificate over candidates with NCC 'B' Certificate:

(B) The following candidates will be eligible for selection under Sports category,
namely:-
(i) who have represented the country and won medals / cups in the SUPER-A
Games specified in Schedule-II during the five year period of study in Karnataka between 8th
and I 2th standards;
(ii) who have represented the country and won medals / cups in 'A — Games'
specified in Schedule-II during the five-year period of study in Karnataka between 8th and
12thstandards;
(iii) who have won medals / cups in 11-Games' specified in Schedule-II by
representing Karnataka State and participated in the SUPER-A Games or A-Games specified
in Schedule-II during the five-year period of study in Karnataka between 8thand 12th
standards;
(iv) who have represented Karnataka State in 13-Games' specified in Schedule-II
and won medals / cups during the five-year period of study in Karnataka between 8thand 12th
standards;
(v) who have represented K or games in the `13-Grade' specified Schedule-II
during the five-year period of study in Karnataka between 8th and 12thstandards;
Provided that for selection of a reserved seat in Sports category, the candidates who
belong to sub-clause (i) shall be considered first; candidates who belong to sub-clause (ii)
shall be considered second; candidates who belong to sub-clause (iii) shall be considered
third and candidates who belong to sub-clause (iv) shall be considered fourth before
considered the candidates belonging to sub-clause (v);
Provided further that while considering candidates mentioned in sub-clauses (i), (ii),
(iii), (iv) and (v), Gold medal winners will be preferred to Silver medalist who in turn will be
preferred to Bronze medalist under the sub-clauses, irrespective of the number of medals;
Provided also that, the achievements of the candidates mentioned in sub-clauses (i),
(ii), (iii), (iv) and (v), must be on or before the date of Common Entrance Test of the relevant
year;
Provided also that the candidates belonging to sub-clause (v) i.e. only those who have
represented Karnataka State shall be eligible to select the Sports special category seats, if any,
in the general round of seat selection along with the other General Merit and Reserved
category candidates as per their merit order;
Provided also that the Commissioner for Youth Services and Spoils or his authorized
nominee shall be present in the 'Karnataka Examinations Authorityb on the notified day

of sports seat selection, along with the list of eligible candidates to assist in the selection of
candidates under Sports category;
(C) Candidates who as Scouts and Guides have received the "President's Award"
during five year period of study in Karnataka between 8thand 12th standards.
Provided that the candidates shall submit the "President's Award" certificate on the
day of general round of seat selection as per their merit order.
(D) Son or daughter of Defence Personnel.
Explanation: Subject to the conditions laid down in clauses (v), (vi) and (vii) of
Rules 5, Defence personnel for the purpose of this means a person in Defence Service
including Personnel belonging to Civil GT COYS ASC who were Civilian Class 'III' or
Class 'IV' Government servants "and Border Roads Organisational Personnel" (Vide
Notification No. ED 189 TGL 94 Bangalore dated 29-07-1984).
`1Provided that 10% of seat shall be reserved horizontally for allotment to
children of Defence Personnel of Karnataka origin from among the total seats reserved
for Defence Personnelt2
(E) Son or daughter of Ex-Servicemen.
Explanation: Ex-Servicemen for the purpose of this clause includes personnel
belonging to Civil GT COYS ASC who were Civilian Class III or Class IV Government
servants, who became permanently disabled or were killed during hostilities.
Provided that in case of Evening colleges, preference shall be given to serving
defence personnel and employed ex-defence personnel, over wards of defence and ex-defence
personnel.
(F) candidates from Anglo-Indian Community.
(G) candidates who are Persons with Disability.
(H) candidates possessing Diploma in the relevant branch of Engineering Diploma
specified in column (2) of Schedule-I at serial number 2 for admission to first year
Architecture course.
Note: Candidates belonging to clauses (C) to (F) above shall be allowed to select the
respective special category seats as per their merit order in general round of seat selection
along with other general merit and reserved category candidates.

(2) (a) Out of the total number of Government seats available after deducting the total
number of seats reserved under sub-clause (1), reservation shall be made in favour of
candidates belonging to the Scheduled Castes, Scheduled Tribes and other Backward Classes,
as notified by the Government of Karnataka under categories I, II-A, II-B, III-A, III-B in
accordance with Government Order No. SWL 251 BCA 94 dated 31stJan., 1995 as amended
from time to time.
(b) In case of Architecture course, the total number of Government seats in full time
courses after deducting ten percent of seats for Diploma holders and the total number of seats
reserved under sub-rule (1), reservation shall be made in favour of candidates belonging to
the Scheduled Castes, Scheduled Tribes and other Backward Classes, as notified by the
Government of Karnataka under categories I, II-A, II-B, III-A, III-B in accordance with
Government Order No. SWL 251 BCA 94 dated 31stJan., 1995 as amended from time to
time.
Provided that no candidate other than those who are claiming eligibility for
Government Seats in accordance with clause (i), (ii), (vi), (viii), (x), (xi) & (xii) of Rule 5
shall be eligible to claim the benefit of reservation under this sub-clause.
1 [(3) Fifteen percent of Government Seats shall be reserved horizontally for the
Rural Candidates subject to production of eligibility certificate as specified by the
Karnataka Examinations Authority.
Explanation:- For the purpose of this sub-rule "rural candidates" means the
candidate who has studied from 1ststandard to 10thstandard in an area defined as rural
areas in the Karnataka Reservation of Appointments or Posts in the Civil Services of
the State for Rural Candidates Act, 2000 (Karnataka Act 1 of 2001) at the time when he
/ she studied as clarified in G.O.No, keete4 96 441, 2005, dated: 10-08-2005.11
(4). Five percent of Government seats shall be reserved horizontally for allotment to
the candidates who have studied in Kannada Medium from 1Ststandard to 10thstandard in
accordance with Government Order No. ED 118 UEC 2000, Bangalore dated 04-06-2000 and
as'amended vide Government Order No. ED 02 UEC 2002, Bangalore dated 14-10-2005.
(5). Interse merit determined under Rules 4 shall remain for availing benefit of
reservation under these Rules.
(6). If any seat reserved in favour of candidates belonging to the categories referred to
in sub-rule (3) and (4) remains unfilled, such vacant seats shall stand transferred to the
respective categories specified in sub-rule (2).

1 [10. Verification of documents and exercising of options for allotment of
Government seats —
(1) Verification of documents.- (i) After publication of results, the Karnataka
Examination Authority shall notify helpline centres at District Head quarters or any
other places as it deems necessary and shall establish the same for verification of
documents online keying of options, counseling and allotment of seats, payment of fee
and issue of admission order of eligible candidates.
(ii) The candidate shall produce the specified original documents along with
photocopies thereof. The Executive Director shall cause verification of the documents at
each helpline centre as per the time schedule notified for verification of documents
based on the rank of the candidates. The candidates shall appear at the helpline centre
as per time schedule on the notified dates with all originals along with two set of
photocopies of required documents. One set of photocopies of the required documents
shall be retained with the respective helpline centers and the originals shall be returned
to the candidate and enter all the details of the candidate's data online into the system
which is lin e to the Karnataka Examination Authority server. Verification of
documents for all the disciplines shall be carried out at once by the Karnataka
Exaamination Authority and candidate shall be issued with verification slip signed by
the Verification Officer by mentioning all the details of the candidates including merit,
rank, course of discipline, category, special category, if any, to which the candidate is
eligible.
(iii) The candidate seeking allotment of Reserved Category seat under subclause (2) of rule 9 shall not be considered for allotment of seats unless the candidate
produces a Caste Certificate in form 'D' in case of Scheduled Castes and Scheduled
Tribes and in form 'E' in case of candidates belonging to Category-I and a Caste
Income Certificate in form 'F' for other backward classes like IIA, IIB, 'HA and IIIB,
issued by the jurisdictional Tahasildar, in accordance with the Government Order No.
Sa Ka E 225 BCA 2002 dated 30thMarch 2002 and Notification No. Sa Ka E 104 BCA
2011, dated 06.02.2012 as amended from time to time.
Provided that the candidate belonging to Scheduled Caste, the Scheduled Tribes
and Category-I shall also produce separate Income certificate issued by the
jurisdictional Tahasildar for verification, for purpose of claiming Government of India
Scholarship.
(2) Entry of options by candidates.- (i) After the receipt of seat matrix from the
Government, the Executive Director shall publish the same on the Karnataka
Examination Authority website along with available seats college-wise, course-wise and
category-wise and shall issue notification in the newspapers fixing the time schedule for
entry of options by the candidates who become eligible after verification of documents.
(ii) The Executive Director shall also issue a bulleting of availability of seats
college-wise, course-wise and category-wise before obtaining the options from the
candidates in each round in all the helpline centres.
(iii) The candidate may exercise his option of entering the course or college of
his choice from among the seat matrix notified which is displayed at the time of entry of

options i.e. college-wise, category-wise and course-wise. The Executive Director may
obtain priority options from the candidates for all the disciplines at once to which the
candidate is eligible. The candidate shall have the choice to enter the options in the
discipline to which he is eligible at once. The candidate may also enter the course and
the institution of his choice in the order of his priority as per the seat matrix notified by
the Executive Director.
(iv) The candidate who becomes eligible after verification of documents shall
enter through Online (Internet) any number of priority options of his choice of College
and courses either in the helpline centres or on his own arrangement as per the time
schedule notified from time to time by the Executive Director. The candidate may
change the options exercised by him as many times as he may desire before the last date
and time notified for entry of options in each round. Options recorded in the server on
the last day and time of the notified schedule in each round shall be frozen and only be
considered for allotment of seats. The candidate also has the option of taking a print
out in each round after the last date and time for entry of options. Every candidate
shall be given high security user ID and Password, which the candidate then has to login
and change Password as per his choice.
(3) Procedure followed for allotment of seats.- (i) After the last date and time
fixed for entering the options, the Executive Director shall take action to allot the seats
in the order of merit based on the priority of the options entered by the candidates and
by following the reservation policy of the Government.
(ii) The candidate belonging to Reserved Category. Special Category shall be
considered first against General Merit category as per their merit order.
(iii) The candidate claiming Reserved Category seat under sub-clause (1) of rule
9, except those claiming reservation under Scouts and Guides and Physical Disability,
shall produce the specified original documents in support of the claim, to the Executive
Director who may refer the same to the respective authorities for scrutiny and
confirmation, namely:-
(a) NCC: To the Directorate of NCC in Karnataka.
(b) Sports: To the Commissioner for Youth Services and Sports in Karnataka.
(c) Defence: The Officiating Education Officer, (HQ), Karnataka, Kerala and
Goa sub-Area, Bangalore.
(d) Ex-Serviceman: To the Director, Department of Sainik Welfare and
Resettlement in Karnataka.
(e) Anglo-Indian: Nomination Anglo-Indian MLA of State of Karnataka.
(f) Central Armed Police Force: To the Competent Authority.
(iv) The candidate suffering from less than forty percent of disability shall not be
eligible for allotment of a seat under the persons with disability. Mental illness
including Dyslexia). The candidate claiming a seat under the persons with disability
category shall appear on the date notified by the Executive Director, before the Medical
Board constituted by the Director of Medical Education, consisting of the Executive
Director, three specialists, one each from the Department of Orthopedics.
Ophthalmology and ENT. The Medical Board shall examine the candidate and certify
regarding the percentage of disability. A nominee of the Commissioner for Persons
with Disabilities in Karnataka shall be present in the Karnataka Examination Authority

on the notified day of seat selection. The decision of the Medical Board shall be final,
depending upon which the candidate's eligibility for the allotment of seat shall be
determined by the Executive Director.
Explanation: For the purpose of this clause, persons with disability shall have the same
meaning assigned to it, in the Persons with Disabilities (Equal Opportunities, Protection
of Rights and Participation) Act 1995 (Central Act 1 of 1995).
(4) Allotment of seats.- (i) The allotment of seat for Candidates with Physical
Disability, candidates under NCC quota and Sports quota, shall be conducted by
obtaining the priority options from the eligible candidates for allotment of seats in the
first instance for the courses referred to in sub-rule (3) of rule 1 in the order of merit
and preference as determined under rule 9.
(ii) Allotment of seats shall be held in respect of Medical and Dental courses in
the first instance, where all the eligible candidates and also those who have already been
allotted seats under clause (i) shall be considered for allotment of seats in the order of
merit and priority of options in the respective discipline. The seat held by a candidate
allotted under clause (i) shall automatically stand cancelled if such candidate is allotted
a seat in Medical and Dental Courses.
(iii) The allotment of Indian Systems of Medicine and Homoeopathy courses seat
shall be held after the completion of allotment under clauses (i) and (ii) where all the
eligible candidates and also those who have already been allotted seats under clauses (i)
and (ii) shall be considered for allotment of seat as per their merit order and priority of
options, to allot a seat in the Indian Systems of Medicine and Homoeopathy courses.
The candidates who have been allotted seats under clauses (i) and (ii) if satisfied with
the allotted seat need not exercise their option for allotment of Indian System of
Medicine and Homoeopathy seats. If the candidate who has been allotted a seat under
clauses (i) and (ii) is allotted an Indian System of Medicine and Homoeopathy seat, the
seat allotted earlier shall automatically stand cancelled.
(iv) The allotment of Engineering. Technology seat shall be held after
completion of the seat allotment under clauses (i) to (iii) where all the eligible candidates
and also those who have already been allotted seats under clauses (i) to (iii) shall be
considered for allotment of an engineering seats in the order of merit, priority of the
options. If the candidates, who have been allotted seats under clauses (i) to (iii) is
allotted with Engineering. Technology seat, the seat allotted earlier shall automatically
stand cancelled.
(v) The allotment of Architecture seat shall be held after completion of the seat
allotment under clauses (i) to (iv), where all the eligible candidates and also those who
have been already allotted seats under clauses (i) to (iv) shall be considered for
allotment in the order of merit and priority of options. If the candidate, who has been
allotted a seat under clauses (i) to (iv), is allotted with an Architecture seat, the seat
allotted earlier shall automatically stand cancelled.
Provided that while allotting the seats under sub-clauses (i) to (v), the fee paid by
the candidates earlier if any, shall be adjusted to the newly allotted seats and the
balance amount if any, shall be refunded to the candidate or if the candidate required to
pay the balance fee if any, shall be paid by such candidate in the designated bank.

(vi) After the allotment of seats, the merit-wise allotted list of seats shall be
hosted by the Executive Director on the KEA website and also on the notice board of the
helpline centres. The candidate shall have the following three choices after the seat ki0
allotted to them.
Choice 1.- If the candidates satisfied with the allotted seat and candidate is
willing to report to the allotted college, then the candidate shall not be considered for
further allotment of seats in any subsequent round for any discipline. Such candidates
shall pay the prescribed fees by downloading the allotted details in the helpline centres,
obtain the admission order and report in the college.
Provided that the candidate who has paid the fees and obtained the Admission
Order and fails to report to the College on or before the last date and time specified by
the Karnataka Examination Authority in the Admission Order, no extension of time
shall be given and the allotment made in favour of such candidate shall be treated as
Cancelled and he shall has no claim further on such allotment and he shall not be
considered for allotment of seats in the subsequent round. Such seats shall revert back
to the pool and fee paid by them shall be forfeited.
Choice.2.- Satisfied with the allotted seat but wishes to participate in the next
round with fresh options. If fresh options gets allotted then earlier allotted seat get
cancelled automatically or if fresh options seats are not allotted then earlier allotted seat
shall remain in candidates favour.
Choice.3.- Not satisfied with allotted seat but wishes to consider in the next
round with fresh options by surrendering the allotted seat.
(vii) If the candidate is satisfied with the allotted seat, he can download the
allotted details along with challan and has to pay notified fee in the form of crossed
demand draft drawn in favour "The Executive Director, Karnataka Examinations
Authority" payable at the respective designated bank established at helpline centres.
On production of bank challan for having paid the fees the Executive Director or an
officer authorized by him as Coordinator of the Helpline centre shall issue Admission
Order. The candidate has to report to the allotted college on or before the date
mentioned in the Admission Order. Upon reporting in the College the candidate at his
end shall update the status of his reporting. The Principal of the College shall also enter
the details of the reported candidate in the backend software provided by Karnataka
Examination Authority as and when the candidate takes the Admission before the last
date.
(viii) The candidate who has paid the fees and obtained the Admission Order and
fails to report to the College on or before the last date and time specified by the
authority in the Admission Order the allotment made in his favour shall be treated as
cancelled and he has no claim further on such allotment. Such seats shall revert back to
the pool.
Note.- (i) All the stages taken together as detailed above shall form one round the stages
mentioned above, are known as iteration stage. The iteration stage in each round shall
go on as long as the choice of the candidates is not fulfilled or the availability seats are

not exhausted. In this way each candidate shall get either a Medical seat or an
Engineering seat or ISMH seat as per his rank and priority in the respective disciplines.
(ii) The iteration stage starts with Medical or Dental seats, and goes on till the
Medical seats in exhausted or choice of candidate is exhausted. Similarly, in the 2"d
iteration stage the choice of the candidates in ISMH discipline is considered and in the
3rd iteration stage the choice of candidates in Engineering is considered and finally the
4thiteration stage the choice of the candidate for Architecture discipline is considered.
(5) Procedure followed in Conversion of Seats.- After completion of the allotment
of seats under sub-clauses (i) to (v), the seats that remain un-allotted, surrendered,
cancelled, forfeited and newly added seats as sanctioned by AICTE / MCI / DCI / CCIM
/ CCH shall be treated as CASUAL VACANCIES. In the first instance, such reserved
seats that remain under Rural and Kannada medium categories under reserved
categories or under General Merit, as the case may be, shall be transferred to the
respective general categories. Casual Vacancy seat allotted shall be held for reserved
categories like SC, ST, Category — 1, IIA, IIB, MA and MB in the first instance in the
manner in which the allotment of seats done in the Admission Round. The seats that
remain unfilled thereafter shall be transferred to General merit category and shall be
considered for allotment to all the eligible candidates including reserved category
candidates. The consequential vacancies arising in any category shall be retained in the
same category and shall be allotted to candidates belonging to the respective category
only.
(6) Procedure followed in Casual Vacancy Round.- (i) The Executive Director by
notification may conduct Casual Vacancy Round of allotment of seats in the order
specified in sub-rules (4) (i) to (v).
(ii) The Casual Vacancy Round allotment shall be held first for Medical or
Dental courses then followed by Indian System of Medicine and Homoeopathy courses,
which is followed by Engineering and Architecture course.
(iii) In the Casual Vacancy Round candidates who have been allotted with seat in
one discipline shall not be considered for allotment of seats in the subsequent Casual
Vacancy Round for other discipline.
Provided that the candidates who have been allotted Medical or Dental or Indian
Systems of Medicine or Homoeopathy seats in the earlier rounds and who wants to opt
for an Engineering or Technology or Architecture seat in the Casual Vacancy Round,
shall invariably surrender the Medical or Dental or Indian Systems of Medicine or
Homoeopathy seat atleast one day before the commencement of respective Casual
Vacancy Round for Medical, Dental, Indian system of Medicine and Homoeopathy
courses. This proviso is applicable to Engineering or Technology or Architecture seats
also.
(iv) Candidates who have been allotted Medical or Dental or Indian Systems of
Medicine or Homoeopathy or Engineering or Technology or Architecture seat and also
candidates who have not been allotted any seat in any of the earlier rounds are eligible
to consider for allotment of seats in the Casual Vacancy Round.

(7) Allotment of seats in Casual Vacancy Round.- (i) The seat allotment for
Candidates with Physical Disability, Candidates under NCC quota and Sports quota,
shall be conducted in the order of merit and preference as determined by the concerned
authority in the first instance for the courses referred to in sub-rule 1 before conducting
the Casual Vacancy Round under clauses (ii) to (v). Upon allotment of seat candidates
have to pay the notified fee in the designated bank established at helpline centres and
the Executive Director or the Officer authorized by him in this behalf shall issue an
Admission Order to that effect.
(ii) Seat already allotted shall automatically stand cancelled when such candidate
is allotted with a seat in Medical and Dental in Casual Vacancy Round. The candidate,
who has been allotted with the Medical or Dental seat for the first time, shall deposit the
specified admission fee in the designated bank. On production of the bank Challan for
having paid the notified fee established at helpline centres the Executive shall cause
issue of Admission Order. The candidate after obtaining the admission order shall
report to the respective college for admission on or before the date mentioned in the
Admission Order along with a copy of the Bank challan.
Upon reporting in the College the candidate at his end shall update the status of
his reporting. The Principal of the College shall also enter the details of the reported
candidate in the backend software provided by Karnataka Examination Authority as
and when the candidate takes the Admission before the last date.
The candidate who has paid the fees and obtained the Admission Order and fails
to report to the College on or before the last date and time specified by-the authority in
the Admission Order the allotment made in his favour shall be treated as Cancelled and
he has no claim further on such allotment. Such seats shall revert back to the pool.
(iii) The Casual Vacancy Round for Indian System of Medicine and
Homoeopathy courses shall be held after completion of the casual vacancy Round under
clause (ii). The candidate who is allotted with Indian System of Medicine and
Homoeopathy seats shall deposit the specified admission fee in the designated bank
established at helpline centres. On production of the Bank Challan for having paid the
notified fee the Executive Director shall cause issue of Admission Order. The candidate
after obtaining the Admission Order shall report to the respective College for
Admission on or before the date mentioned in the Admission Order along with a copy of
the challan.
Upon reporting in the College the candidate at his end shall update the status of
his reporting. The Principal of the College shall also enter the details of the reported
candidate in the backend software provided by Karnataka Examination Authority as
and when the candidates taken the Admission before the last date.
The candidate who has paid the fees and obtained the Admission Order and fails
to report to the College on or before the last date and time specified by the authority in
the Admission Order the allotment made in his favour shall be treated as Cancelled and
he has no claim further oOn such allotment. Such seats shall revert back to the pool.
(iv) The Casual Vacancy Round the Engineering, Technology courses shall be
held after completion of the Casual Vacancy Round under clauses (ii) and (iii). The

candidate allotted with such seats shall deposit the specified admission fee in the
designated bank at helpline centres. On production of the Bank Challan for having
0 paid the notified fee the Executive Director shall cause issue of Admission Order. The
candidate after obtaining the admission order shall report to the respective college for
admission on or before the date mentioned in the admission order along with a copy of
the challan.
Upon reporting in the College the candidate at his end shall update the status of
his reporting. The Principal of the College shall also enter the details of the reported
candidate in the backend software provided by Karnataka Examination Authority as
and when the candidate takes the Admission before the last date.
The candidate who has paid the fees and obtained the Admission Order and fails
to report to the College on or before the last date and time specified by the authority in
the Admission Order the allotment made in his favour shall be treated as Cancelled and
he has no claim further on such allotment. Such seats shall revert back to the pool.
(v) The Casual Vacancy Round for allotment for Architecture seat shall be held
after completion of the Casual Vacancy Round under clauses (i) to (iv). The candidates
selecting such seats shall deposit the specified Admission Fee in the designated bank
established at helpline centres. On Production of the bank Challan for having paid the
notified fee the Executive Director shall cause issued of Admission Order. The
candidate after obtaining the admission order shall report to the respective college for
admission on or before the date mentioned in the admission order along with a copy of
the challan.
Upon reporting in the College the candidate at his end shall update the status of
his reporting. The Principal of the College shall also enter the details of the reported
candidate in the backend software provided by Karnataka Examination Authority as
and when the candidate takes the Admission before the last date.
The candidate who has paid the fess and obtained the Admission Order and fails
to report to the College on or before the last date and time specified by the authority in
the Admission Order the allotment made in his favour shall be treated as Cancelled and
he has no claim further on such allotment. Such seats shall revert back to the pool.
(iv) A candidate who has been allotted with a seat in one discipline, course
during Casual Vacancy round shall not be eligible to consider in further Casual
Vacancy Seat allotment round for other courses.
(8) The procedure followed for allotment of seats as applicable under these rules
shall applyt mutatis-mutandis to Jammu and Kashmiri Migrant quota seats also.
(9) Reconciliation.- The Executive Director after completion of the last round of
allotment within 24 hours shall handover the final allotted list of Government quota
seats, college wise and category wise to the appropriate authority i.e., Medical or Dental
to Director of Medical Education, Engineering or Architecture to Director of Technical
Education and Indian Systems of Medicine to Director, AYUSH. The appropriate
authorities shall reconfirm to the Executive Director within seven working days the
status of allotment of Government quota seats in all courses. The appropriate
authorities at their level as per their mandated power as defined by the MCI, DCI,

AICTE, CCIM, CCH shall cause verification with the Principals of the respective
colleges and write back within seven working days. While doing so care must be taken
not to change the Karnataka Examination Authority allotted list. The details of not
reported seats found, if any, shall also be brought to the notice of the Executive
Director.
Student is requested to pay only as adviced by Karnataka Examinations Authority. Student is responsible for any excess payment or duplicate payment made using Online platform or Offline downloaded challan. Payment return of excess fee or duplicate payment will be done only post reconciliation at Karnataka Examinations Authority. Raising charge back request for online payments or reversal request for payment made via NEFT /RTGS / FT / IMPS mode will not be entertained during the period of reconciliation. Any dispute in this regard to be submitted at Karnataka Examinations Authority by personally visiting the department.
